En ese caso tendriamos que levantar mas precisamente cuales serian lo requisitos del sistema. Tendrias que tener una interfaz de administración por la cual se cargan los datos de las promociones por ejemplo. Si ya tienes esta parte, el desarrollo seria solamente del app y entonces claro, te saldria mas barato que lo que pongo aqui.
