It is easy task to be done, regarding to sending emails , I will store the emails details into database and in the background there are a windows service to send the emails , this to make sure that all emails sent.I will do it using Asp.net , with sql server.

This would be a fun and simple project. Not sure if you include any graphics for the buttons in the editor, but I could do this as well, just might take an extra day or two from my estimate. Looking for experience so will do for cheap.
