Convert text file to predefined XML format

The goal is to convert the text data to XML format. Data is originally in the database. For some reason the user doesn’t have access to the database all the time but he can export once in a while the data to text format. XML output is exactly the same as the attached XML file. Text data must be created with the specific order which is layed out in the attached text file. All data elements in the text file are positional and represents the following order. Name, Title, Department, Org_id, MGR_id, Picture, Email, Telephone, Secretary, Category Following is the Sample Data: RAMZI,DAVID|VP|HR|81|1111|<Img src='images/[login to view URL]'>|<a href='mailto:thgis as that dot com'>that at this com</a>|123-456-7890|0|Employee If data doesn't exist for specific row or column the field or fields must be sent empty. Like: RAMZI,DAVID|||81|1111|||123-456-7890||Employee Aplication uses two methods to return XML in memory or saved in the hard drive. The application reads parameters from [login to view URL] to determine where the text file is located. Application must be writen in C#. Application must write the error and tracing in the error log. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform I would like to have this application developed in C#.
