Convert Text Alerts into existing notification database

Our town has a notification sysytem that is php based. On one hand, it draws in an rss weather feed and posts to a webpage. On another, a user can enter data and specifically asked that it be sent to the email addresses and cell phone email addresses (text message) I have a service that sends me severe weather alerts to my email and cell phone. I would like to take the alerts and duplicate that for my list. My thought is that I would setup a totally sanitized email address that would only receive these text alerts and nothing else, then anytime a severe weather alert is sent to it, it would automatically post it to my email and cell phone email addresses on my database. I would also like this to automatically send a status update to my Twitter and Facebook accounts using [login to view URL] Email me questions about this porject and I will be happy to answer the, This is an important project and needs to work correctly.
