A "Job" type site with paid members

Please read everything below. I am trying to get this done for a reasonable price (closer to the low range of the budget or cheaper if possible) and within a 30 day window... as quickly as possible. But please everyone post your bids so I may take a look at them. Just because they might be more the what I say my budget is, doesn't mean I will not consider them especially if you can meet all my requirements of what I'm looking for. I am looking to have a site developed that allows the members to post jobs that are available. These jobs once accepted by the other party would be tracked within the site between the 2 parties "members" as the job is being completed with all the imputed data to be tracked aswell within the job acceptance form. The users could keep them to view at a later date to possibly repost again or could also delete them. There would have to be databases for the members, jobs, the availability of people for job depending on location. As the job poster you would be able to look match up your job to the available people in the location of that job. The users would have a profile page so the other users could check out the feedback of the member, get docs on the person to be sure the qualify for the job. If a user has someone the have already worked with and trust, they could allow that user to accept a job anytime and get all docs regarding that job would have to be able to be downloaded that the poster uploaded at the time of posting. Be able to send an interested in this job request to the poster within the site that the user would be able to respond back to also within the site. That would allow the poster to give the job to the interested job seeker and remove it from the site. Also need a zip code validation to search within a radius of a zip code that will also pull up the city. Or you could just search by state if you like. Users would also be able to upload there jobs from a csv or excel file type. A little bit of design would be nice for some graphics within the site. The logo is already created and would have to be duplicated. All search forms, job forms would need to be in a nicely designed layout. This can be programmed within whatever type of programming would be the fastest for about 2000-4000 members and up too 20,000+ jobs. On the admin side I would need the ability to pull all data on the members out to a excel or similar type file for accounting purposes... this would include all payment info to be exported aswell but do not need to be stored once it has been downloaded. Have the ability to suspend any user and edit any info they have listed if it has to do with there feedback or jobs they have posted. Also need a support or trouble ticket type system to allow users to submit issues they are have for us to respond to. I do currently have a site that is programmed within Mysql database with perl, cgi and php scripting so it might be possible to build off of it but not required at all. Please submit the price, time frame to have complete and also if you have some examples of work in the past especially if its something close to what I am looking for.
