Create mt4 indcator based off strategy

I have two mt4 indicators that I would like to be alerted on when they reach a certain level. each indicator has specific requirements which I am going to break down one by one, visuals will also be attached. The Dynamic Zone indicator: for this indicator I would like to be alerted when the green RSI line crosses the upper purple line upwards with a green up facing arrow indicating to place a call, and when it crosses that line downwards for there to be a red down facing arrow. similarly when the green RSI line crosses the orange line the same rules apply. Range Oscillator: I would like to be alerted when the red line crosses the 20, 50,or the 80 line upwards with a green up facing arrow and when it crosses downwards with a red down facing arrow. To be clear when coding both indicators the arrows must not lag, and by that I mean show up midway once the next candle has already started. I need to be alerted before they cross on the previous candle the one with the arrow on it. The arrow also cannot repaint nor re plot meaning once it shows up it does not disappear or switch candles to make it appear it was correct in doing its job. another thing I am not looking for is for these to be coded into EA's they need to be indicators. this is not an easy project and before bidding I would like each freelancer to understand what I want and know that they can complete the job successfully. I will also attach the indicators.
