Customer simple forum needed do not use template

we are looking for a customer made for can be made in html or javascript or php , please make this custom do not use joomla or wordpress, i attached the layout of what we want all the pages need to end with .html, and have "-" in between each file name , please make the color scheme match our current site mechlancedotcom that is the site the forum will go on. On the forum page basically you guys will make it then ill give the program to my programers to have them install it. Payment is half to start then once program is made we will release half then you send us the file once we install on our end and our programmers say it works then we will send the second half over. Users can add other users as friends in this forum and send them message and post comments on peoples topics that they post , users must be a member of the forum to post topics inside categories , only the admin can make new categories. We do want to add a log in with facebook so users can add more facebook friends to the forum the sign in with mechlance im not sure how you would make that with out any mechlance coding just let me know what coding you need to make that and ill let my programmers know if its possible in my price range , mechlance is mainly javascript site , users can sign up with the forum without a facebook account and a mechlance account as well.
