Wordpress theme tweak

Hi All, I want minor tweaks with one of my websites. Here is the link - [login to view URL] Here is what I need - 1. The blog page should have a comment box and the looks and feel of a blog (Only this page!!) 2. It should display the latest posts (partial content). The visitor should get an option of clicking more to access the full content. This should also have a comment box. So basically, they should be able to see the abstracts on the blog page with an option to view the full page. I don't want to make any modifications to the looks of the current theme. I also do not want any deletion from the CSS file. I was getting the comments earlier; however, I do not seem to view the box even after enabling the comments for each page and tinkering with the various options in wordpress. I believe this is theme related. Please let me know if you can do this. My budget is $30 only. Bids above it will be rejected as I don't think so its a huge chore...Its a simple job for someone who knows what they are doing.
