converting an existing website into wordpress-website

We need to convert an existing website [login to view URL] into an template for wordpress. No design changes! The template should be based on bootstrap (actual version, please!)and should be responsive for mobile-view. For responsive: The graphics on the right side may could move below or above the content and could be scaled down then, but this is finally decision of client and it could happen, that this behavior need to be adjusted during project-development again. Every part of the content-area should be possible to administrate by a client without any html-knowledge. That means, that we need to have a good working logic, especially for those pages which have a kind of list-view like this one [login to view URL] I would suggest to use for that section the article-system of wordpress (but only special tagged articles are shown here then) Also there is a news section needed which should also be done with article-system, but maybe there could appear the articles with tagged keyword "news" for example.
