Build Directory For 500k pop. Town

I just bought a domain for a city name that has a population of 500k. I want a quality web design site with lots of well written and well reseached static information about the city. The website will need to be w3c xhtml 1.0 strict validated, markup in CSS (no use tables for markup only for tabular data), cross browser compatible, cut design to Skidoo Too template. I will have one of my coders add a directory with ~200 categories and a WP blog. I would like to find some one that has done this kind of work before -- built a city site. You first language needs to be english, you need to have build content sites before and if you live in Portland Oregon that is a huge plus. What I am looking for is some one that knows when they are doing in this area and can work with me to build a spec on what I need and then I will give them the job. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
