Digital Billboard

We are looking to create a Flash based Digital Billboard system. This will consist of three components. the billboard application and content application. The billboard will be a flash application hosted on our server. It will consist of a main stage will be the place holder for the 3 panes that will house flash files. the first two panes are side by side and each is a mini-flash file (dynamic) and the third pane is under the top two panes and will be a scroller flash file. We will also need a Content Management system. The purpose of this system is to allow for simple content updates to the Billboard system. This CMS should 1.) be like a XML playlist for updating the 3 panes and 2.) should allow the user to change text in the scroller pane (3) and possibly the first two panes. Don't know if you will have to create 3 XML files(one for each pane) or one XML file that will allow the user to update all or any of the panes at anytime. This billboard app will display on some LCD HDTV monitors with resolution of 1920X1080. We will also require 3 mini flash files (specs not available yet) that will most like use actionscript to access the XML playlist when updates are needed. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Win XP, with ASP.NET 2.0
