css coded quality custom design - home page jpg mockup required

After 2 days I have got 11 people that are interested in this job. None of the coders can offer me a sample of what I am looking for. The last 2 people that I gave this bid to while showing quality work couldn't complete it (one in RAC and one somewhere else) so I am wanting to make sure this time around I get some one that can perform. I have decided to ask for a jpg mockup of the home page of what the bidder would provide me. The person that provides the best mockup will get the job. Please contact me for approval and provide a date and time you would submit your mockup. I am not taking mockups from every one, so you need to be approved first. The mockup should be a .jpg file. Please don't send me any code! Please NOTE: Don't send me mockups that are not want is not speced in his job. It would only be a waste of time. Read over the job carefully, contact me via PM and ask any questions you have, and get approved for offering me a mockup (I am not taking mockups from everyone only approved clients), then make the mockup completely according to bid spec. The mockup will need to be done in psd but should be given to me in jpg. Please don't PM and try to convince me that I don't need a mockup. That will on reflect negitively on your changes of getting the job.
