CL captcha breaking

Need a perl/php script to break image captchas which are of the same style. See attached zip file for sample captchas. Will provide more if necessary (even 1000s of solved captchas in a database). Script will take a captcha image, process and return a string as the solved captcha. If script determines that it can't solve a captcha, it should return an appropriate error message. Accuracy needs to be 95% or better. Need all source code, preferably with basic comments. You can use any 3rd party libraries, as long as we can install them as well. Operating system is freebsd. Processing time for a single captcha should be under 30 seconds on a decent server. Must be done in perl or php + mysql/similar + freebsd. Need ALL source code. Maximum I'm willing to pay is $450. Last guy agreed to do this and then disappeared, please only bid if you know that you can do this project. Payment method will be by GAF escrow. List some basic steps describing how you will accomplish this task, and how long it should take.
