alexa rank changing software

I am looking for a programmer that can complete this project 100%. I am looking for someone who can create a script or a program that will have the ability to alter a .com's alexa ranking. I need to have the ability to set the ranking options as in 500,000 ranking,100,000 ranking 50,000 ranking for the sites. It does not have to be as acurate as this but must be able to get a websites ranking where ever I want it as in I should be able to get a websites [url removed, login to view] ranking into the top 10 if the program works correctly. You need to prove that you can do this by doing it to a website of my choosing so I can accept your bid. I need this done asap but I need it done correctly. Please give all information that you can on how you can create this.
