Custom frontend for Subversion

We have a significant number of projects in a subversion tree which is based Visual Studio's directory structure. What we would like is a program that looks at a specified directory. If there are any files or directories that are there that haven't been added to subversion, the first time they are seen it should ask if the user wants to add them. it should also have button for commit source, commit debug, and commit release. Each in turn would commit the source, debug, or bin directory from that project to the subversion tree. And we have tortoise svn, but our dev wants something easier. :/
