Decode digital radio signal from audio file

Overview: Develop a Windows application that takes a .wav audio recording of a radio signal containing a DMR (Digital Mobile Radio) transmission, and outputs a .txt based on the user's requests. Details: Output options should include the following: 1) Entire digital transmission as binary/hex in .txt file 2) Only voice frames as binary/hex in .txt file 3) Only voice headers as binary/hex in .txt file Program requirements: you may be flexible with your chosen language for the program, but it should be able to run on a Windows desktop by a user with only little computer experience. Files: A copy of the a primer on the DMR standard is attached which shows frame structure. The ETSI DMR standard is also freely available online in full. In addition, an example .wav that the program must be able to read is attached. It contains a sample voice transmission. Additional samples can be provided as required.
