compiling posted race results to a useable form

This quote request is for proof of concept of a multi part project. It is likely (though not promised) that the successful bidder will be selected to complete the full project. Race results for running races are recorded and posted in the public domain by several timing companies. We want these results compiled into a form where we can query the assembled data to answer questions like: * How many unique racers are competing in each province each year? * How many races does the average runner enter each year? * What is the average age in 5k races versus Half-Marathons? * What portion of runners are local (same province) versus travelling from another province to race? * and others... Also, the compiled data must be able to be sorted by competitor with a mechanism of identifying and combining duplicate records. We will need to be able to call up and publish an individualized listing of results specific to each runner in the data base - race name, date, finish time and position data. This first project will only cover one Region, and one timing company. The final project will cover multiple regions and multiple timing companies We are predominantly interested in Marathon, Half-Marathon, 10K and 5K races. There are additional length races at some of the events, and though we are unlikely to specifically search for these odd distances, the data points much be in the database so they will show when we pull an individual's race record.
