Dead Man's Website in asp.net / C#

I want to create a website which checks if you're alive. If not other people should be informed. Webportal in asp.net with C# Signup + Profile Management (Firstname, Lastname, Address, eMail, Phone, Avatar) You can place a message (WYSIWG Editor, Mini Homepage) under your account. This message is secretly up to you. But would become visibile if sth. happens to you. You can specify a group of receipients with email addresses (e.g. your family members) You can specify a time interval (daily, weekly, monthly) where you personally want receive an email. You have to click on a link within the email to confirm you received the message. If you don't click on that within a specified timeframe (hours, days) you will receive a second and final notification. If you miss the confirmation after the second notification the receipients of your member list will get informed (by a message you can define) and will receive a direct link to access the information you have provided. Another option would be to include a sms based notification (second step)
