Build website/s based on wordpress template

I have an existing website already. Though I want it to be redesigned based on wordpress. I already have a template to be easily modified. I want to remove posting dates and want a Homepage too (the template already has hompage). A gallery section is also needed and would want it to be highly upgradable - to easily add pictures/descriptions and SEO - Search Engine Friendly. Provider must be very good at modifying/customizing WP so this project would be a breeze. I'll be needing 3 themes of this site (only colors are changed). This could be very easily customized just by modifiying the main CSS stylesheet. So i cannot see much ar any hardwork on this part. Providers with links to WP based projects would be prioritized. Pages must pass to be a valid CSS and xHTML too (will impliment the verification tags on website). Easily updatable. Cross browser compatible (Must pass all browsers). I only want responsible providers. Punctual. Reliable and providers with good feedbacks would be a plus too. Must be able to reply fast through email or YM or Gtalk. I also want a provider that I can trust future projects for a longterm basis with a very competitive rates and skills. Ideal as partner in webdesign services as i will be marketing web services very soon and looking for a partener on this. I want it FAST LOADING! and to rank up to Google & Yahoo. Though I do not expect it to rank top. Also, a sitemap is to be provided. Suggestions to make the website run MUCH better (speed and search) would be greatly appreciated. Have a low budget for this one, only $20. BUT i will add funds ($10 = $30 total in this project) for modifiying additional wordpress template. Very easy, like just adding a banner on pages and modifying the footers, such as that.
