Beautiful Website Needed ASAP! - (HTML, CSS, UX/UI, Forms, Responsive)

1. We currently have a Wordpress website online, that we launched as our minimum viable product. We have since otgrew it. 2. We need a brand new HTML site that is the latest and greatest. It must be beautifully designed, responsive, and optimized for mobile...not Wordpress. We will be doing additional development and tying in our own back-end technology. 3. For design, we love the look and feel of www.rent.com. We also like our other website, called PreScreend...although PreScreend isn't good on mobile. We need something new, and AWESOME. There are several good themes on Themeforest and other sites...but we aren't the right guys to customize them. 4. We have most of the content already done and up on our Wordpress site, so we don't need to change much. We will need a new pricing table. Plenty of templates and kick ass shopping carts that are better than ours. 5. We currently use [login to view URL] for our 3 forms: sign-up, verify, and send a request. We would like to eliminate Formstack, as they charge us .99 a month. That's dumb...so we need some streamlined, sexy looking forms. 6. We would like to have two ways for people pay: 1. Users can pay when they sign-up like they do now. 2. Users can pay when they send a request to someone else. Essentially, if a user sends a request to another user, they can pre-pay for it so it's free for the other user. We use stripe. * Please help! Is this token based? Can the person be refunded after 24 -hours...pre-payment could expire? If you're unable to do the development, the CSS, HTML, UX would be fine, and we can do the development on the backend maybe!? :) 7. We have a .pdf form that we need turned into an html file. inline, not css... Please let me know your thoughts, and I'm happy to discuss more details.
