Betting Software and Gaming Front-end via Website

We need a betting program to be written that sits on a Linux (?) server that provides a website interface offering a choice of a few simple betting games (also to be developed). We have arcade-like units in various locations. These are simple PCs with Ubuntu (connected to the internet) that have a screen and a console with a joystick and various buttons. Some of these are coin operated. These are placed in shops and several shops are governed by a single operator in that region. We want to provide players with a few games to choose from, like roulette or slot machine, via these units. Sitting behind the website games, we need a robust system serving 1000+ simultaneous players with complete admin dashboard, functionality and reporting. We need a quote on: 1. Setting up the Server with OS, the developed softwares and website 2. Developing the full back-end betting application on the Server 3. Developing the website offering the games available to play 4. Developing a few simple betting games on the website Please read this in conjunction with the two attached files.
