I use JavaFX for my windows desktop apps. I have never created an app like that but it hasn't got any difficult parts as I understand. I could develop it.

From the Description posted ,I understand that the application has is operated by the gym administrator and not the client Basic task of the application is to maintain the attendance and remind him to renew his gym membership. For this sort of application I would go with local database that is backed up to a secure location . And to trigger the message I would use a bulk sms provider.
