Add a auto plugin to my site or create one.

I have a website. i would like for someone to add a type of auto car sale plugin to my site. That people can also sell there cars on my site. It must have front end possibilities for the customer to directly upload there car for sale. It also must work well in the admin area that . People can control the mount of cars they have on the list. It most work together with my payment system that is already on the site. It most work smoothly with all aspect of my site. I want the customer to be able to upload bulk amounts of cars with my site. As of now i have the ability to upload a csv file with ease. I would like that done with my site as well. Please make sure the plugin you choose has this ability. I do not want to have any issues with this part. Let me be clear.. I do not want this theme. I only want the functions of the theme.
