I have experience on the MS power apps and also with the excel. I can do this in only three days. You have to give me access to the Microsoft Account so that I can begin working with Power apps and MS Share points. I will not sneak any of your personal data nor email. I did already some sample PowerApps with Excel Connection inclduing filtering and sorting. I can show you a demo via Team Viewer. The requirements regarding the mailing Flow, we should discuss more in detail, as also the design of the app. From my previous experience, non of your major requirements represent a difficulty.
