Database Developer

I'm a caregiver to my grandparents one with alzheimers the other with patkinsons and then my mother with mental illnessess... I need close to a hospital database where I can "log" a new patient, put in their medical history, medications taken and a spot for notes. Ontop of that I need to be able to add vitals as needed (BP, HR, Blood Sugar, Temp, Oxygen %, notes, etc). I also need a screen per patient on when I administer their medications, I have a barcode scanner that literally scans all types of barcodes, so I'd made their medication barcode, scan it and issue it (if possible have the system lock me out of giving it early unless an over ride code is given). Now heres the weird part the new hospital systems all webbased and colorful are nice and all but can it be made to mimik like how the old mainframe databases were set up where you used abbreviated commands and F functions to enter screens? I always found this to be the most "fun" I guess i enterering data information. If not possible please let me know... Also I'm on a very LOW income as I take care of family so I'm hoping to find a compassionate programmer who'd be willing to help out. Please and Thanks in Advance,
