Convert HTML Website to Wordpress Avada

We have too many website projects and need to create a website by converting an existing HTML website into Wordpress using the Avada theme. I have the staging site setup for the build, with the Avada theme and all needed plugins install. The new site needs designed to look clean and look professional. We will not be sharing a URL link to the website to be converted, because developers would be contacting my client in hordes. Not going to happen, so don't ask. I can tell you it is a Money Manager and the old website has little content. About 15 pages, but some pages only have a paragraph of text. A website designer must be able to create a website without asking questions. It is just a conversion, not an original concept. If you can't think on your own, please don't bid. We will not consider any so called website talent located in India or Pakistan. After 25 years, we have not experience one person from either country who could design much better than a child. Please don't bid if you are from either country, where your bid will be instantly deleted. Those of you who are left to bid, you must have at least 5 years experience and a portfolio for our review AND a contact person for each website shared. Too many of you claim you built a website but did not. False design claims are rampant on Freelancer, therefore we will verify any designs with the website claimed. Our apologize that this project contains so many caveats, but from experience we know that over half those who will end up bidding will not qualified to build a proper website. Thanks.
