Simple content portal with translation

I need to build a clip management site that it needs to do the following It needs to upload a clip from a webpage to a central repository stored in a blob, then translated in various languages based on the selections when the clip is uploaded Then a text overlay has to be put on the video with the language that it was translated to Once translated it stores in different language locations and the users that are supposed to receive the clip notified Once the users that get notified they download the clip, when clip is downloaded an action is recorded The uploading user can pull a report on who downloaded the clip The various roles are Administrator Uploaded/clip manager Consumer There is also a page that has a thumbnail of each video and it has the status info about the clip The status is as follows: uploading, translating, publishing, translated into x languages and published to x consumers Ability to manage user access Each user has a role There are different roles
