Website small buz. with Chat

Hello, we are a startup. we are currently looking for a talented web maker to code and design our website. We are looking for a responsive, User-friendly, Fully functional & SEO optimized website which can be viewed on both PC and mobile. We are looking to integrate the following into the website: 1. 6 tabs - About - Home - Chat (See rewuirements of chat below) - A Blog - Brokerage tab (subscription form) - our services 2. we also want an easy user subscription collecting Name, email address and country of residence. 3. we want a live integrated chat where users can interact with one another and with us. - Chatroom needs: Unlimited users can sign in simultaneously and see other users logged in, chat moderator will post messages in different color to differentiate from users, users can create their own login, moderators can ban users. Screenshare would be a great benefit, with voice capacities if possible. Mods can mute users if they wish. Integrated in website, or third party app login but no monthly fees for us to use api. Also MUST be able to login from smartphones, especially moderators and post messages. Capacity to erase and save chat history. What we will be doing is giving out chat alerts to users about buying and selling stocks. So can you make this happen for our website. Again we do not want any monthy costs for the chat. We do however want the capacity to eventually (in future)charge chat users so they will buy a chat subscription with paypal and it will generate user name and password.
