Redesign a pdf manual. Skills using adobe acrobat

I work in a school and we have 3 manuals (pdf) which we print and give to our students. The 3 goals are,
1) I want to reduce the size of the manuals which will save on printing. There is to much unused areas. See the document attached which is one manual. The font, text size, image sizes, layout ect i want reduced and essentially i want to fit more on a page.
2) I want to try move 3 manuals into one and number each page.
3) The orientation is landscape and i want to move it to portrait. The landscape layout is not popular with students. This will require editing pages. Also there is sections i want to delete which we dont use. The manual was made using adobe acrobat so skills using this platform are needed.
Im unsure what is possible or how long this will take. I would like to take 10-20 hours and start with a designer and we see what we get done. As a trial. Ill will assess the work after and decide what is next.
