I have configured and deployed environments for several of the big VPN service providers (I can provide details if you are interested) and I currently do maintain some of these VPN service environments. I have experience and I am familiar with pptp, l2tp/ipsec, openvpn, sstp, softether, freeradius, mysql, etc. I believe I can provide you the support you will be satisfied with. My practice is to work with a monthly subscription per server and I believe I can offer a fee that will suit your needs. If this is not relevant for you we can talk about an hourly fee too.
