I have worked on projects of client-server (Android App - C++,OpenCV) based face recognition and descriptor based image matching for marker-less augmented reality. For your first case detection based tracker module of OpenCV will be used which will be trained by samples of object to detect. For second case eye detection module is already provided by OpenCV with trained file. It may be the case that module is trained with eye and eyebrows. So, training with open eyes could be required. For eye detection face would be primarily detected and eye would be detected inside it which will give best accuracy.
