A responsive website that is form-based, preferably built on a CMS

This is stage one for the project I want a basic web site where: 1) The administrator can create custom forms a) Default field types: Location, Price, Text/HTML, Numeric, Tag, Image/Image URL b) Fields can have constraints c) Fields can follow custom formats (currency, percentage, etc.) d) Field values can be queried from an external source/database 2) Administrator can configure the default page/hotmap based on certain aggregated field values 3) Administrator can configure how the report page can look like for certain item 4) The user can fill out and submit the form a) The submitted information is saved in a database b) The default webpage will be a hotmap of the submitted information c) User can search on the field values and generate reports/graphs/look at trends on the data d) User can like/tag the data Example: 1) Admin creates this form: Movie title: Text Theater location: Location (from a list of known locations) Ticket price: Numeric(3, 2) : When user types in a value, it will automatically format to $12.45 Movie poster: Image 2) Administrator configures the default page/hotmap to show the Movie poster, based on how many likes there are for the movie (i.e.: image will take 30% of default page for the movie that has the highest liked count (rank 10), 20% of remaining space for movies liked in rank 7-9, etc.) 3) User goes to the website and sees the poster for the website A taking a bigger portion of the screen. User can click on the image and be taken to the trends/graph for people who liked A - can see where the user watched this movie at (i.e.: If a location, the data will be shown on a map, if numeric - some sort of chart, etc.) 4) User can fill out/submit their answers to a form that the administrator already made 5) User can search and get the trend/data for searched field values All code will need to be accompanied by unit tests I don't want you to code up everything. You need to spend time to see if there's an existing CMS that has most of the work already done, and let me know about it. The less work I think you are doing, the more likely I will be giving the project to you. Example: [login to view URL] I will need to have a database back end, but when there's more data, etc., I don't want to have to pay more money for it, so think about how I can keep the cost minimal as the website expand/get more data. You will need to be good in architecture-ing your code for reuse/extensible for the future, since this is a first draft and there will be more requirements in the future. I don't want to pay for the code, to have it completely rewritten later on.
