Buyback Pricing Tool

My company is in need of a tool similar to [login to view URL] or [login to view URL], except for internal use and using only a specific list of APIs. These APIs already exist and need to be queried on every search. The results should then be stored in a MySQL database. The customers enters up to ten or 13 digit book ISBNs into a front end search bar, "enter" is hit, and the website/backend calls various APIs to decide whether the website is buying that particular title, and if so, how much the company is paying after factoring in the cost of shipping. The back end should select the fourth price offered from all the offerings where the first price is the highest to display on the front end. The results should be ranked in descending order according to the buyback price being offered to the customer with the highest priced ISBN at the top of the list. Our preferred technology is Laravel (PHP) and MySQL. Our intended use is to use this call through JS, as an AjAX call. If it's built RESTfully, that shouldn't be an issue.
