Hello ! Mind if I ask for more details about it ? I'm heading for the PHP & MySQL stack, as I don't know Ruby/ROR. However, we need to talk very in detail about all the aspects of your web app, so that I properly understand each and every piece of it and know how to structure the code and the database. For the records, I do have such apps built and running well for years (all of them are for intranet/private use though), some with an extent of millions records (such as eg. invoices/transactions/subscriptions and different other docs), I'm only developin on top Zend Framework (which, in my opinion, is much better than other PHP frameworks available), I'm also a server admin and db admin, so I know my way around mysql and apache pretty well (fine tuning, performance, security). As far as the costs and timeframe of building the app, testing, fixing bugs etc, well, we need to talk so I learn more about what do you need there and make an accurate estimate of time&costs.
