PHP Shopping Cart Re-Design fromPSD image(repost)

Hello I am asking coders who have the knowledge to re-design the skin of a client’s current PHP(smarty) CS-Cart shopping cart from a PSD image that i already have created. What is required is the coding of this template. The code would also have to remain intact so future upgrades would not be an issue, though i understand some coding additions would be required.
