To have a Mass Upload and Mass Download you need the code to be written like that for that. So its not a $250 job first thing. Once i review everything i will tell you price and time. if ok let me know. PHP/MYSQL expert here.

In what format you would be importing? CSV? Does your website currently offer separate page links for each product? If so then deleting would not be a good idea as it may destroy your website seo. Synchronization would be better than deleting all and adding items as a new. I can begin anytime you like, let me know, thx!
