Build a Drag & Drop website for changing document style.

I need a website with drag and drop capability. Just like how website builders work like wix, weebly, sitebuilder etc. However my website will not be a "website builder". Therefore I do not need so many options or apps like web site builders do. In my website I just need drag & drop capability for few text fields, be able to resize the fields, text font, size, color changes and add pictures(not gallery). Basically text fields and image option only. No apps or media needed. Will also need capability of multiple user accounts so that they can keep their data within their login. Just like website builders like wix, weebly etc. The site will only have like 10 font sizes, 10 types of fonts and only maximum 5 color options. At this time I am trying to do a cost and time study on this project. So I may not accept any bid at this time. I would like freelancers to provide me with their quote though so I can see if I can afford it. This is not a rush project, so you can take time to build it. NOTE: Basically I have customers who I supply business reports. Most of the time the report I supply is same but I supply in different format for each customer. I mean they all look different. So I want to create a site, where user (my employees) can log in and enter data in fields. Then they can use drag and drop option to set up field on a page to give it unique look and output it in PDF format(only). From there they can print or email customer the report.
