Build simple Program to Copy USB based OS to another USB

What I am looking for is fairly simple. I know it can be done very cheaply by simply using something similar to the dd format in linux however I want to be able to run this from Windows. It needs to be done as cheaply as possible. So if it needs to be run from Linux that is fine, however it can't be a simple batch script that executes the dd command because of one reason ... This is important for both versions of the program (Windows or Linux) If I have the OS installed on a 16 gig thumb drive I want to be able to copy it to a 64 gig drive. If possible I would like the extended space in the 64 to be free . If this cost extra please let me know. Be detailed in your quote. If it is easier for you to develop a program that would write the existing OS on my USB to a .iso I would then install to the new USB - that is fine too .. again please just include this in your quote. Basically I want to know price wise and feature wise what my options are. Preferabbly from each bidder not one way from one bidder and another way from another bidder. My current problem is this : I install an OS (Always linux based) that I install set programs and customize as I want. I have to do this repeatedly taking up a lot of time by reinstalling the programs etc every time I reinstall the OS. I want to eliminate that part of the process so when I setup the OS programs I install etc I can save it and rewrite it anywhere else I would like. If there needs to be more complexity to make it more affordabe that's fine. Just let me know what it is. If you can write me a step by step guide using freeware that is out there, I'll bite right away if it works. I have tried various programs and have not got them to work yet. It would have to be a complete "For Dummies" write up .. and I would need a guarantee you will work with me until I get it. I much prefer a very simple program that ask me "Select Drive with OS you would like to backup" and I choose it. It saves the file as .iso or whatever. Then another part of the program that simple says "Restore your OS" and I select that file, it immediately creates an EXACT copy of that OS I backed up. Including bookmarks, settings, down to files saved, and anything else you can think of. I know this has to be something that someone could do simply, it's just not in my knowledge base - therefore high quotes can pass on by. This is not a project I will be spending much on.
