Custom Monthly Email Scheduling Application

I have an excel document that is our monthly email schedule. We have 9 or so email lists that we send our promotional emails to per day 6 days a week, Monday to Saturday. Some lists only get sent to on Wed & Sat, others 6 days a week etc. At the moment the entire schedule is built manually on the excel document. Each months schedule is a seperate sheet. I want this built into a php/MySQL visual program (domain on WHM/ cPanel ) that we can use to build a monthly schedule each month that follows only 1 primary rule: --> Only 1 promotion to a single list every 30 days. The reason for the rule is to: 1) Ensure proper rotation of the promotional emails (30 days rotation) 2) Prevents opt outs of subscribers because they dont see the same promotion too often. I need someone to build a web program that will allow us to roll over the sending schedule to the new month - and appropriately populate schedule into the next month -with the items on a 30 day break - and also allow us to insert new promotions and remove them when needed (and also add new lists we acquire into the schedule.
