The answer for your first question is wordpress and for your second question has a variable of answers, for my company we generally use PHP and depending on the type of work we might use phalcon or laravel. We can also use .NET but if you have the budget for it and you want something really secured. If it is for a local market we would preferably use laravel but for an international market usage we prefer to use phalcon. Hope these answer your questions.
