build a database driven portal for my site

I got my basic website up and running, but I need a database driven portion built . I need a subcontractor login portal for bids and bid management Basically like this: We login We can create sub logins from our admin page or each sub can request a login by answering several questions, and "applying to be a subcontractor" for us. Subcontractor each has their own login user name and password We post plans and specs for jobs and check off which parts or areas we want bid for, and it will send an email to all our registered subs that service those trades. They would then be able to access the plans and specs, and upload a bid, that will only show up on our end. We need to specify things like bid due date, prebid meetings etc Generally just a place to organize receiving and obtaining subcontractor bids. After all bids are received and the due date has passed, we will then award the bid to a contractor and move onto the next one. Were running 100+ jobs right now and this is getting out of control. There are a few websites that do it for all general contractors, like [login to view URL] and [login to view URL] but we want our own so that it only works with our subcontractors and its personalized on our website there is another software called bidgenius that sorta does the same thing but doesn't really perfectly fit what we want to do we want to be able to upload a new project and have it email our subs that jobs are ready to bid, dates are approaching etc.. It should be a simple login system were we list the jobs on our end and we can upload pics of the job, plans, specs or notes for example, if were building a new house and decide to sub out plumbing and heating, we would post the job and it would email all the plumbers and heating guys on our system and tell them that a job is ready for bid. It will also tell them if theres a mandatory prebid meeting and the time and place of it if there is, Then as the deadline for the bid approaches, it will send a reminder email to upload a bid. After we collect all the bids (they will only show up on our end) we will award it to the sub we choose and the job will be put into " awarded" status As we progress, we may want it to do a bit more complicated stuff like tell us who bid the most, who logins the most, maybe sort by zips or counties so a lansing contractor isn't getting bid requests for alpena etc. But for now, I don't think we need that right away.
