And let me save some money right out the bat by telling you that the Raspberry Pi 3 Wireless chip can do STATION mode and SOFTAP mode at the same time, so you don't need two wireless adapter. The one included in the RPI 3 can do both at once. I can send you the instructions on how to setup all of this along with a presetup image that you can write to your microSD card. For the captive portal setup I'd use dnsmasq. The website can use whatever webserver you want. IF its just static files I can just put them in apache/nginx.
