Need an app created to share word documents among users

Hey I'm looking to have an app created for both anroid and ios that allows users to login to an app and create text documents, they can then share these text documents amongst each other much like you would in google docs. If a user wants to remove permissions they can, and when another user edits a users document it is highlighted in another color to make it clear. I am looking for a quote and time line on this if you have done any similar work please provide an example. Here are all the requirments: User logins with username and password into app and sees a list of their notes Individual Notes are able to be shared with individual user or groups of users with the ability to remove users permissions Users will be able to give read only remission, write only permission, or full edit permission Users will have a button to clearly see who has what permissions on each of their documents Users can only share permissions with other users registered on the application All notes have revision history up to 10 days back, if a button is pressed you can see a timeline of who saved the document at what time and date up to 10 days back If another user edits on your documents their edits are highlights with a color representing their name, if multiple users can edit one document each user is given their own color Notes can be clicked and dragged to be organized Noted must have double confirmation screen to delete, only original author can delete a note Apps arnt to go on app store they are to go on a website with direct download, this website must also have 1 admin login in order to mange all the user accounts for the app Creating a user account only requires username, password and email, all account must be approved thru the web manager portal before they can begin using the app
