repair/establish connection to database on custom google map script

I have a previous freelancer project that unfortunately did not get completed (long story). See the details here: https://www.freelancer.com/projects/php/Stray-animal-tracker-geotagged-images/#/details I received the files and a sql dump file but no instructions or documentation to install/configure. You can see the installation at tracker.heartsandtails.org. I installed the files as a subdomain to our site but upon loading the SQL file I received a MySQL 1215 error (cannot add foreign key constraints) and I cannot figure out how to resolve this on my own. I dont know if this is the whole issue or not. Once the script is back up and running correctly on our server, I will then be able to determine what the next project we will post will be so we can complete this.
