SOFTWARE to generate artwork in illustrator format using excel sheet data

I have data sheet in excel form which contains translations of words in 12 different languages. There are 3 tabs in excel sheet. Software developer can arrange these sheets or mix in single tab as per his convenience if required. I need to generate artwork in .AI format. This artwork should fit within predefined boundary. In the PDF it is 25mm x 133.33mm Size rectangle with space at the center. In the PDF file attached, the artwork start from right side top and flows to left side bottom. Total 12 sets of different language translations. I need software to generate artwork with lines in set of different languages. The software should pop up screen to input the lines to be put in the artwork. like Shell Cotton Elastane Metallic Fibre Wash similar colours together Cool iron on reverse Flat dry . . etc Software should allow user to input fonts size to be used in the artwork. Also it needs to ask which lines in the input to be combined in single line and which symbol should separate the combination like ":" or "," or "/" etc. Also it allow prefix any word like "100%" to particular line. e.g 100% Cotton e.g Shell : 100% Cotton e.g 50% Cotton, 50% Elastane. e.g. SHELL : 98% Polyester, 1% Metallic Fibre, 1% Elastane Number of lines varies. User should be allowed to add prefix or postfix like "100%" or "/" or "," or "." after end of single group as shown above. Single big line or combination of line can break to 2-3 lines but in full group of combinations. like first line -- SHELL : 98% Cotton, second line -- 2% Elastane Or SHELL : 98% Cotton, 2% Elastane Attached artwork file with 4 examples and excel file for reference for data reference. In the artwork the country name in English has to come at left rectangle Bottom side and in other languages it should be first line in sets.
