I can build what you describe in a plug-in, using C# code that is of worlds best practice standard. If I were estimating this where I currently contract, it would receive a time estimate of 4 hours. That is given some infrastructure, a set up environment, log-ins etc, so I think if you can budget for 6-8 hours, I can deliver what you need in that time. You can pay (or not) on successful delivery for that amount of time. I would need access to your system. Ideally this is temporary System Customizer, however we could also do this as 2 screen shares, one at the start for the detailed brief, and the other on delivery.
