Seeking 120 PR3+ links in 60 days

I need provider to help start of a SEO project for a website. First step is to get quality links to the website. The website is an online store selling gifts, fashion, food, candy, DVD, music and more worldwide. The rules: * Links must be added gradually within 30 days. No more than 15 links a week. * The page the link is placed on must be PR3 or higher (the page rank of the page where the link is actually located, not the home page of the site) * Pages must be recently google cached (the cache must be of the page where links are placed). * No blog or forum spamming * Link page should be in English. * Links should be static. No redirects, JavaScript links or Flash sites please. * Link page must not be excluded by [login to view URL] and the link must not contain the rel="nofollow" attribute. * At most one link per domain/per C class IP. * No more than 25 outbound links on the link page. * Links should be one way, non-reciprocal, and permanent, and not require further payments. * No links from "bad neighbourhood" sites (e.g. link farms, porn and so on). * All links must be visible and readable. ( no hidden links) * Link pages must be from relevant content/website. * Links must be manually submitted ONLY. No use of Automated software. * Prefer high ranking sites verified by Alexa. * Links must be in different text combinations. * No links from fake Pr pages. * Links cannot be spread across sub-domains (one link per domain). * No sites that require ongoing payments or monthly fees. * Get $10 bonus for each related .EDU or .GOV links. * No blackhat or dubious techniques.
