Summary: Create an executable or combination of batch-scripting, power-shell scripting, or executable that modifies the Windows10 profile for a user in the ways described below. The expectation is that we will login as the new user in our Azure Active Directory (AAD) domain, then run an executable/script that does what is explained in the attachment.
Additional requirement: We also require the source code for the application.
Explanation:
Every computer in our company is Windows10 Pro, and every user logs into the computer using their Azure Active Directory domain user account. So for example, my email address is patrick@[login to view URL], and I login to the computer using my same email address.
Every time we hire a new technician, I have to "finish" the computer configuration for that new user on every computer in the offices that the user might work in. For one user we just hired, I logged into 20 computers as that user (e.g. "patrick@[login to view URL]") and then did all of the steps in the attached document, on each computer. I can do this in 6-8 minutes on each computer, but for 20 computers that means it will take me two to three hours for each new user. While we don't have a lot of turnover, it is a tedious task that would be nice to automate.
Instead, what I hope for is the following:
• I would login to the computer as the new user (I have their password when I'm doing this)
• Then I would run an executable, *OR* a cmd or Powershell script (or set of scripts,) to do the steps outlined in the attached document.

I wonder why you want to do all these for every new user? why don't you prefer GPOs to manage domain computers. you won't have to do for each new user once GPOs are in place.

Please find the details below
We will prepare a batch file which will internally call a powershell script to perform the required task.
You will need to run this batch file either by double clicking it (User has admin privilege) or by putting it to command prompt after running it as admin.
The user will not have any interaction hence forth running the batch file. The file will automate all the requirement provided in the document file attached.
We will prepare the script and perform the testing on a Windows 10 build before delivering it for sign off.
