Database: US Patents

I need a database and some new variables constructed out of 4 existing flat files that are available online. In step 1, I need a database created out of these four flat files. In the second step, I need some new variables to be created using the data in the database created in step 1. I then need these new variables output into flat files that are preferably in both SAS and STATA format. In the third step, I need either a flat file created out of the entire database or some sort of script that I can use to create new variables using the data in the database created in step 1. Unfortunately, I have not created or used a personal database since the mid 1990s. I do have MS Access but do not have any other personal database software. I am not really concerned about the database program used per se. Instead, I am concerned about the variables and flat files in step 2 and the ability to create new variables with the data in the future. The attached file provides more details on steps 1 and 2.
