Build a customized piston for an electric energy generator

I'm looking for someone that can build these piece for me. Is a piston. I have to use it for push water in a pipe repeatedly. Is composed to a cylinder and a lid with a valve on it. The cylinder must be high (internal high) 9mm and the diameter (internal diameter) must be 250mm. I know, is a strange dimension! It also must have a pipe connected under. This pipe must have an internal diameter of 20mm. The lid must push the liquid in the container and must have a valve that let the new liquid come inside while the lid go back up. The internal diameter of the top face of the valve must be 20mm. So, in the state 1: cylinder full of liquid, lid in first position (on the top of container). State 2: cylinder empty and lid on the bottom of the container, liquid passed trough the pipe at the bottom of the cylinder. State 3: cylinder full again, lid on the top again and liquid passed trough the valve on the lid.
